Credit note under GST: when to issue and time limit

A GST credit note is issued by a supplier to reduce the taxable value or tax on an invoice, for returns or price cuts. It must be declared by 30 November.

Short answer

A credit note under GST is a document issued by a registered supplier under section 34 of the CGST Act, 2017 when the value or tax in an invoice is too high, or goods are returned. It reduces the supplier's output tax liability, and the recipient correspondingly reduces its input tax credit.

Governed by

Supplier
Time limit
30 November after the year end, or annual return date if earlier
Effect
Reduces supplier's tax; recipient reverses ITC

When a credit note is issued

Credit notes are used to correct over-billing and to account for later reductions. Common situations include the ones below, but a credit note cannot be used to cancel an invoice for which no supply was ever intended.

  • Goods returned by the recipient
  • Price reduction or discount after the sale, where permitted
  • Services found deficient or not fully supplied
  • Tax charged at a higher rate than applicable
  • Taxable value overstated in the original invoice

Time limit and reporting

A credit note relating to supplies of a financial year must be declared in the return not later than 30 November following the end of that year, or the date of filing the annual return, whichever is earlier. It is reported in GSTR-1 and adjusts the liability in GSTR-3B. The supplier's tax reduction is allowed only if the recipient has reduced its credit, so mismatches can lead to notices. Businesses under e-invoicing must report credit notes to the IRP as well.

Why it matters for startups

SaaS refunds, cancelled orders and volume discounts all lead to credit notes. Issue them promptly, link them to the original invoice numbers, and ensure they are within the time limit. A credit note issued after 30 November for the previous year's invoice does not reduce your GST, even though it may still be valid commercially.

Common questions

Can a credit note be issued after 30 November?

Commercially yes, but the GST liability cannot be reduced for a previous year's supply after the time limit, so the credit note becomes a financial adjustment only.

Is a credit note required for every discount?

Discounts shown on the original invoice reduce value directly. Post-sale discounts need a credit note, subject to the conditions in the GST law.

Does the recipient need to do anything when a credit note is issued?

Yes. The recipient must reduce its input tax credit by the tax amount in the credit note.
